The first Bulgarian Chamber of Commerce was founded in Ruse in 1890 with Panayot Popov, industrialist and mayor of Ruse (1893-1894) as chairman. It is an organization with great influence in the city's economy. The region of the Chamber covers almost the whole of Northern Bulgaria.

On April 14, 1914 the construction of the building of the Chamber began according to the project of arch. Nikola Lazarov, who is also the author of the Monument to those killed in the Serbo-Bulgarian War of 1885. The magnificent building was completed in 1916. The facade of the building is in the style of MODERN or END OF THE CENTURY with baroque elements. A clock is mounted in the dome above the main entrance, and the door of the main entrance is beautifully decorated with a metal rosette and the wings of Mercury - the god of trade.

The main credit for the furnishing of the building went to the President of the Chamber from 1920 to 1938, the banker Atanas Burov. The building houses the office and meeting rooms of the Ruse Chamber of Commerce and Industry until its closure in 1948.

Since 1954, the building houses the Regional Library "Lyuben Karavelov".

At the main entrance is a memorial plaque of Acad. Mikhail Arnaudov, a native of Ruse, folklorist and literary critic, who donated his personal library to the Ruse Library "Lyuben Karavelov". In 2007, a "EUROPEAN HERITAGE SIGN" was erected on the building.
