At the beginning of the XX century, between 1905 and 1907, a remarkable building was built in Ruse - the Revenue Building of the Ruse Muslim Board. Like most buildings in the city, it carries the iconic neoclassical architectural style.

The chief architect of Ruse at that time was Todor Petrov, who designed a massive building designed for warehouses and shops, which would bring income from the rent of the mufti. In this sense, the building has never had religious functions.

Soon after its construction, the jewelry store of Tevo Papazian and Sons was opened in it, and in its main parts the Bristol Hotel was located, which was located there until 1936. After the First World War, it was in the Bristol Hotel that occupied troops from England, France and Italy.

In the 1920s, trade flourished on the ground floor of the tenement building, as well as throughout the city. The building housed shops for household goods, toys, soaps from France, shops for roasted chestnuts and dried fruits.

During the socialist period, the Bristol Hotel was renamed Republika, Moscow and Balkan. It is under the name "Balkan" that the building of the people of Ruse is known today, as for many years it housed a restaurant bearing this name.

Other famous restaurants that once existed in the building are: the pub of Bai Magno and the restaurant "Moscow". Today the building continues to be used mainly by restaurants.
